Websites like Geocities and Angelfire provide free web hosting and have programs that build website for you! There are also plenty of websites with tutorials on how to create websites like Htmlgoodies.
Please also refer to the International website for additional rules, guidelines, and other downloads for your website. You can also submit your website to International so they can provide a link. We can do the same for you at the District site.
